The
Public Works Department is currently recruiting for
one (1) Environmental Specialist I/II to join the in the
Waste and Recycling Division - Recycling section . Positions may perform all duties in their respective sections; however, the position assigned to the Recycling section will spend a majority of time providing technical assistance, inspections, and enforcement within the community, including program development and record keeping. Please note, this recruitment is only for the Recycling section, and not for the Household Hazardous Waste nor Stormwater. The ideal candidate enjoys a variety of work environments and tasks, including physical outdoor labor, an office environment, and regular interaction with the public.
Under the direction of the Environmental Specialist Supervisor, the Environmental Specialist I/II will perform a variety of specialized operational tasks related to environmental services in a specialty area (Recycling, Household Hazardous Waste, Stormwater), applying best practices and methods to identify, research, implement, educate, audit, manage, and enforce environmental programs to maintain regulatory compliance, public health, environmental health and pollution prevention. Senior Specialists oversee, monitor, and/or direct the work of lower-level personnel.
DISTINGUISHING CHARACTERISTICS The
Environmental Specialist I (salary range M49: $66,273.20 - $83,952.90 annually) is the entry-level class of the professional level Environmental Specialist series. Initially under close supervision, incumbents perform more routine duties while learning city policies and procedures and becoming familiar with the variety of departmental systems and practices. As experience is gained, duties become more diversified and are performed under more general supervision. At the discretion of the Department Director, this class is flexibly staffed with Environmental Specialist II and incumbents may advance to the higher level after one (1) year of full-time experience as an Environmental Specialist I with the City of Folsom and after demonstrating proficiency that meets the qualifications.
The
Environmental Specialist II (salary range M46: $69,586.86 - $88,150.55 annually) is the experienced/journey level class in the series, fully competent to independently perform duties. This class is distinguished from the lower classification of Environmental Specialist I by the relative independence with which they perform the duties of compiling, analyzing, and preparing data and staff reports and the complexity of assignments. This class is distinguished from the Senior Environmental Specialist in that the latter serves as the lead.
Classification will depend on candidates' qualifications and experience. This position is non-exempt and part of the Local 39 IUOE union.
Examples of Essential Duties NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all the duties listed.
- Gather, organize, and review environmental data.
- Coordinate and maintain records of environmental programs, including advertising materials, city reports, grant applications, and presentations.
- Coordinate assigned functions and projects with other government agencies concerned with environmental regulation and compliance, as necessary.
- Compile and analyze data to prepare reports.
- Prepare business correspondence.
- Develop and conduct public education and outreach activities related to function.
- Provide information to members of the public, contractors and consultants regarding pertinent materials and regulations.
- Serve as a resource to city staff regarding proper best management practices in functional area.
- Prepare regulatory reports and correspondence. May represent the City at meetings and make presentations to the public, City personnel and City Council.
- Keep current with federal, state, and local regulations and their impact on the City operations.
- Assist with developing and administering program budgets to support program activities.
- Attend workshops, conferences, and other training for professional development purposes.
- Field work in functional area.

The following duties pertain to specific functions/assignments:
Recycling - Administer programs related to residential and commercial recycling, which may include assisting in the development of policies and procedures, tracking participation, determining eligibility, coordinating services, ordering supplies, conducting audits, and implementing enforcement.
- Develop and promote residential and commercial recycling programs, which may include promotion, education, and marketing programs through community outreach and related activities.
- Provide information to members of the public, contractors, and consultants regarding regulations and recycling programs; serve as a resource to city staff regarding proper handling and management of waste and recyclables.
Household Hazardous Waste - Collect and properly sort household hazardous waste.
- Administer programs related to hazardous materials, which may include assisting in the development of policies and procedures, tracking participation, determining eligibility, coordinating services, ordering supplies, conducting audits, and invoicing recipients.
- Respond to and clean up spills caused by waste collection vehicles.
- Test samples, package, and dispose of potentially hazardous materials.
- Develop and promote household hazardous waste recycling programs, which may include promotion, education, and marketing programs through community outreach and related activities.
- Provide information to members of the public, contractors, and consultants regarding hazardous materials programs; serve as a resource to city staff regarding proper handling and management of hazardous materials.
- Inventory hazardous materials and schedule waste haulers as needed.
Stormwater - Manage the Stormwater Quality Program.
- Plan, organize and administer permitting, monitoring, inspection, enforcement, pollution prevention and data management and reporting activities within the stormwater quality program in accordance with federal, state and local laws and the City's Permit.
- Coordinate and/or conduct the investigation of stormwater violations reported by city Departments, residents, businesses and regulators
- Lead and participate in the development of watershed stewardship activities
- Coordinate and/or prepare enforcement action notices as necessary.
- Prepare technical reports.
- Coordinate with various departments and divisions to provide employee training of NPDES permit requirements.
- Coordinate and maintain records of the stormwater quality program as necessary to complete city reports and compliance deliverables.
- Assists with preparing and reviewing plans and specifications related to new development, construction and erosion and sediment control requirements.
- Perform erosion prevention and sediment control inspections at construction sites to ensure compliance with City codes and standards.
- Work with regulatory agencies, e.g. Environmental Protection Agency, State Water Resources Control Board, Regional Water Quality Control Board, Sacramento Stormwater Quality Partnership co-permittees, to coordinate program implementation and ensure compliance.
- Prepare and conduct training to personnel on stormwater quality.
- Conduct technical reviews of reports, permits, studies, work plans, etc.
- Maintains digital maps related to the City's MS4 stormwater permit (AutoCAD and GIS).
- Assists with preparing and revising ordinances and design and construction standards for stormwater best management practices.

Minimum Qualifications ENVIRONMENTAL SPECIALIST I Education: A bachelor's degree in environmental science, environmental studies, business, communications, public administration, or a closely related field from an accredited college or university.
Substitution: Qualifying experience may be substituted for education on a year-for-year basis. This substitution option is applicable as it pertains to the division opening.
Stormwater: Professional experience related to stormwater quality, NPDES permit compliance or experience in other environmental programs can substitute for the required education on a year-for-year basis.
Recycling: Experience developing and promoting recycling or resource recovery, comparable Solid Waste Management, or other environmental programs can substitute for the required education on a year-for-year basis.
Household Hazardous Waste: Experience packaging and disposing of household hazardous waste, or developing and promoting the proper management of hazardous materials can substitute for the required education on a year-for-year basis.
ENVIRONMENTAL SPECIALIST II Experience: At least one (1) year of full-time experience as an Environmental Specialist I with the City of Folsom in the appropriate functional area.
OR Education: A bachelor's degree in geology, environmental engineering, industrial hygiene, environmental science, environmental studies, chemistry, biology, or a closely related field from an accredited college or university.
AND Experience: Stormwater :
Two (2) years of full-time professional experience at a level comparable to the Environmental Specialist I with duties related to stormwater quality, NPDES permit compliance or related environmental field.
Recycling: Two (2) years of full-time experience developing and promoting recycling or resource recovery programs or other comparable Solid Waste Management or other environmental programs.
Household Hazardous Waste: Two (2) years of full-time experience packaging and disposing of household hazardous waste or developing and promoting the proper management of hazardous materials.
License, Certificate, Registration Requirements: Possession of, or ability to obtain and retain, a California Class C driver license by the time of appointment. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.
- Stormwater: Possession of Qualified SWPPP Practitioner (QSP) certification, or the ability to obtain within one year of hire date.
- Household Hazardous Waste: Possession of 40-Hour HAZWOPER training and ability to obtain forklift certification.
Physical Requirements: Work is performed in a typical office and field environment. (1) Mobility: frequent use of keyboard; frequent sitting for long periods of time; frequent bending or squatting.
